Preheat oven to 350 degrees F. Brown the sausage for 2 minutes in a skillet, breaking chunks apart. Add in the diced bell peppers, onions, and garlic powder.
With the mixer on low, add the milk in a steady stream. Increase mixer speed to medium and continue to mix until light and creamy, about 2-3 minutes.
In a medium-sized bowl, combine the mozzarella and Parmesan cheese and lightly toss with your fingers. Reserve half, then pour the rest unto the cream cheese mixture.
