Preheat a large skillet over medium-high heat. Add oil, swirl it around the pan and add ground beef. Cook until browned, about 5-6 minutes.

Add bell pepper and onion and cook, stirring occasionally, until tender; 3-4 minutes. Add Worcestershire sauce and beef stock.

While meat cooks, make the cheese sauce. Melt butter in a medium saucepan over medium heat.

Whisk in flour and cook, stirring constantly for about 1 minute. Whisk in milk and bring to a low boil. Continue to boil until thickened.

Take the saucepan off the heat, add shredded cheese and stir until cheese is completely melted.
